दिल्ली यूनिवर्सिटी में गहमा-गहमी है। सुनहरे भविष्य के सपने लेकर छात्र-छात्राएं एडमीशन के लिए परेशान हैं। लेकिन मुझे लगता है कि डीयू में दिल्ली के बच्चों के साथ
अन्याय हो रहा है। क्योंकि मैं दिल्ली यूनिवर्सिटी छात्र संघ का अध्यक्ष रह चुका हूं और वहां से दिल्ली यूनिवर्सिटी से जुड़ा रहाI लिहाज़ा मुझे तब बहुत दुख होता है, जब दिल्ली के 12वीं पास हज़ारों बच्चों का दाख़िला अपनी ही दिल्ली के कॉलेजों में नहीं हो पाता। ऐसे में दाख़िला प्रक्रिया बदले जाने की सख़्त ज़रूरत है।

मैं दिल्ली विश्वविद्यालय में हर दाख़िले के लिए प्रवेश परीक्षा (एंट्रेंस टेस्ट) की मांग करता हूं। मुझे मालूम है कि बहुत से लोग मुझसे सहमत नहीं होंगे, लेकिन मेरी यह मांग चार तथ्यों पर आधारित है-

पहला, इन दिनों बड़े पैमाने पर फ़र्ज़ी डिग्री, फ़र्ज़ी मार्क्स शीट और फ़र्ज़ी कॉलेजों की बात लगातार सामने आ रही है। क्या पता किस-किस ने फर्जीवाड़े से दाखिला लिया है, उसे चेक कैसे किया जायेगा?

दूसरा, यह कि कुछ राज्यों, ख़ासकर बिहार और उत्तर प्रदेश में बड़े पैमाने पर सामूहिक नकल की बात सामने आ रही है। ऐसे में वहां से परीक्षा पास करने वालों के ज़्यादा नंबर आना स्वाभाविक है, फिर दाखिले में बराबर की लड़ाई कैसे हुई?

तीसरा तथ्य यह कि दिल्ली विश्वविद्यालय के कॉलेजों में अब 70 प्रतिशत दाखिला दिल्ली के बाहर के राज्यों के बच्चों को मिलता है। यानी दिल्ली में रहने वाले लोगों के बहुत से बच्चों को सीबीएसई की परीक्षा पास करने के बावजूद अपनी ही दिल्ली में दाख़िला नहीं मिलता। मैं श्रीराम कॉलेज से पढ़ा हूं। वहां के प्रिंसिपल का कहना है कि पिछले साल बीकॉम ऑनर्स के 720 छात्रों में से दिल्ली के 245 ही छात्र थे। यानी बाहर के राज्यों के छात्रों की संख्या 475 थी।

चौथी बात यह कि हर राज्य में शिक्षा बोर्ड भी अलग-अलग हैं। अलग-अलग कोर्स हैं और अलग-अलग परीक्षा पद्धतियां हैं। इस वजह से छात्रों की योग्यता भी अलग-अलग है और परीक्षा में नंबर देने का स्तर भी अलग-अलग है। कहीं खुले नंबर दिए जाते हैं और कहीं सख़्ती बरती जाती है।

ऐसे में सिर्फ़ नंबरों के आधार पर आप दिल्ली में दाख़िला लेने वाले 54 हज़ार छात्रों का मैरिट के आधार पर चयन कैसे कर सकते हैं? अभी जिन छात्रों के दाख़िले हुए हैं, कल अगर उनका एंट्रेंस टेस्ट लिया जाए, तो मेरा दावा है कि बहुत से फेल हो जाएंगे और दाख़िले से वंचित रह गए बहुत से छात्र पास हो जाएंगे।

डीयू के स्नातक पाठ्यक्रमों में दाखिले के लिए इस साल लगभग 2.9 लाख आवेदन आए,
जो पिछले साल से करीब 50 हज़ार ज्यादा हैं। लेकिन डीयू में सीटें हैं केवल 54 हज़ार। यानी डीयू में एक सीट के लिए पांच से छह छात्र दावेदार होते हैं। यानी छात्रों की संख्या हर साल बढ़ती जा रही है, लेकिन डीयू में पांच साल से सीटें नहीं बढ़ाई गई हैं। दिल्ली से सीबीएसई की 12वीं की परीक्षा में इस साल क़रीब एक लाख, 70 हज़ार छात्र-छात्राएं पास हुई हैं। यदि सब आवेदन करें तो एक लाख 70 हज़ार दिल्ली के छात्र वंचित हो जायेंगे I

दिल्ली में बाहर के राज्य से वर्षों से आकर बसे माता-पिता ने क्या कसूर किया है कि उनके बच्चों का दाख़िला दिल्ली में नहीं हो पाता? जो दिल्ली में वर्षों से खाते-कमाते हैं और दिल्ली के विकास में भी जिनका अच्छा-ख़ासा योगदान है, दिल्ली में उनके बच्चों को ही दाख़िला नहीं मिलेगा, तो क्या यह अन्याय नहीं है? दिल्ली के हज़ारों मां-बाप दिल्ली से बाहर दूसरे राज्यों में दाख़िले कराने को मजबूर हैं। उनके बच्चे लाखों रुपए ख़र्च कर दड़बेनुमा हॉस्टलों में रहने को मजबूर हैं। या फिर अच्छे-ख़ासे मेधावी छात्र-छात्राएं पत्राचार से पढ़ाई करने या दिल्ली से बाहर मोटी फीस वाले प्राइवेट कॉलेजों में पढ़ाई करने को मजबूर हैं।

इसलिए मैं पिछले कई वर्षों से मांग कर रहा हूं कि सीबीएसई से 12वीं पास करने वाले राजधानी के छात्रों को दिल्ली में दाख़िले के लिए चार प्रतिशत अंकों की छूट दी जाए। फिर भले ही उनके माता-पिता किसी भी राज्य से आकर दिल्ली में बसे हों। अब तो इस मांग का सब राजनीतिक पार्टियाँ समर्थन कर रही है I

इसके साथ-साथ दिल्ली सरकार के 21 कॉलेजों में भी दिल्ली के छात्रों के लिए 85 फ़ीसदी आरक्षण किया जाए। जैसे कि दिल्ली सरकार के ही आईपी यूनिवर्सिटी, नेताजी सुभाष इंस्टीट्यूट ऑफ टेक्नोलॉजी, डॉ. अंबेडकर यूनिवर्सिटी और आईजीआईटी में दिल्ली के छात्रों के लिए 85 प्रतिशत आरक्षण है। जब दिल्ली सरकार के इन कॉलेजों में दिल्ली के 12वीं पास छात्रों के लिए 85 फ़ीसदी आरक्षण कर सकती है, तब दिल्ली के 21 कॉलेजों में ऐसा क्यों नहीं हो सकता?

एक बड़ी समस्या यह है कि दिल्ली की 54 हज़ार सीटों में से 67.50 फ़ीसदी सीटें यानी 36,450 सीटें एससी, एसटी, ओबीसी, स्पोर्ट्स, विकलांग, विदेशी छात्रों के आरक्षित हैं। यानी सामान्य छात्रों के लिए केवल 17 हज़ार सीटें बचती हैं और इन बची हुई 1700 सीटों में भी 70 प्रतिशत दाख़िले बाहर के छात्रों के हो जाएं तो आम दिल्ली वालों के लिए क्या बचेगा ?

जिस तरह दिल्ली में रहने वाले छात्र-छात्राओं के साथ नाइंसाफ़ी हो रही है, उसी तरह दूसरे राज्यों के बहुत से छात्र-छात्राओं को भी दाख़िलों के लिए हर साल बेहद मानसिक तनाव से गुज़रना पड़ता है। मैं उनका दुख भी समझता हूं और बाहर के राज्यों की सरकारों से अपील करता हूं कि वे अपने यहां ज़्यादा कॉलेज खोलें, स्तरीय कॉलेज खोलें, ताकि हमारी नई पीढ़ी को पढ़ाई के लिए दर-दर भटकना नहीं पड़े। देश में स्तरीय कॉलेजों की संख्या बढ़ेगी, तो छात्र-छात्राओं को पढ़ाई के लिए भटकना नहीं पड़ेगा। उनके माता-पिता की जेब पर लाखों रुपए का अतिरिक्त बोझ नहीं पड़ेगा और सबसे बड़ा फ़ायदा यह होगा कि देश का भविष्य सवांरने के लिए अच्छे युवा मिलेंगे। युवा देश के नौजवानों को पढ़ाई के अच्छे मौक़े ही नहीं मिलेंगे, तो फिर देश के विकास में उनकी मेधा का इस्तेमाल किस तरह हो पाएगा?

बाहर के छात्र अच्छे कॉलेजों में दाखिले के लिए बाहर से आते है क्यों नहीं हम श्री राम कॉलेज ऑफ़ कॉमर्स , सेंट स्टीफेंस , हिन्दू कॉलेज की शाखाएं दिल्ली के बाहर के राज्यों में खोल सकते I क्योंकि मैं दिल्ली में रहता हूं, लिहाज़ा दिल्ली के छात्रों के हितों की बात करना मेरी पहली प्राथमिकता है। दिल्ली में रह रहे परिवारों का दुख-दर्द मैं लंबे अरसे से महसूस कर रहा हूं। मैं एक बार फिर कर दूं कि दिल्ली के छात्र-छात्राओं से मेरा मतलब हर उस मां-बाप के बेटे-बेटियों से है, जो किसी भी राज्य से आकर दिल्ली में वर्षों से बसे हों जिनके बच्चों ने दिल्ली से CBSE की परीक्षा पास की हो I कुल मिलाकर मैं दिल्ली के छात्रों के लिए इंसाफ़ की मांग करता रहा हूं और करता रहूंगा।

It’s a shame that Delhi despite being the capital of India is not fully literate whereas a small state like Kerala has attained 100% literacy.

Wateris vital for the existence of life but we need to realize that like all the other resources it is not unlimited and, going by the experts’ opinion, the next war could be fought because of it.
