रामलीला मैदान में प्रधानमंत्री श्री नरेन्द्र मोदी की रैली थी। दिल्ली के चुनाव समीप आ रहे थे और दिल्ली में रहने वालों की सबसे बड़ी समस्या थी, रहने को सुरक्षित छत। चाहे वह झुग्गी-झोंपड़ी, चाहे स्लम, चाहे अनधिकृत कालोनी में रहने वाले लोग हों।

स्टेज पर चढ़ने से पहले मेरी मुलाकात प्रधानमंत्री से हुई, मैंने उनसे कहा कि दिल्ली वालों की छत के लिए कुछ करना चाहिए और मुझे सुखद आशचर्य हुआ कि उन्होंने घोशणा की कि दिल्ली में हम जीते तो ‘जहां झुग्गी, वहीं मकान’ देंगे और रामलीला मैदान तालियों से गूंज उठा।

दिल्ली के चुनाव में भारी बहुमत से आम आदमी पार्टी की सरकार बन गई। लोगों ने इस पार्टी के ऊपर बहुत भरोसा किया, भारी बहुमत से जिताया। लोगों में एक आस बन्धी थी कि ये लोग अनधिकृत कालोनियों को तरीके से नियमित करेंगे और झुग्गी-झोंपड़ी वालों को फ्लैट बनाकर देंगे, जैसा कि उनके घोषणा – पत्र में भी था।

कई महीनों तक लोगों ने आम आदमी पार्टी की सरकार का इंतजार किया जब उन्हें लगा कि आम आदमी पार्टी राजनीति में उलझी है और जो योजनाएं बिना केन्द्र सरकार के पूरी नहीं हो सकती, उसमें केन्द्र का सहयोग लेने की बजाए लांछन लगा रही है तो जाहिर तौर पर उनका मकसद दिल्ली की समस्याएं हल करने का नहीं है। दिल्ली की समस्याओं के लिए केन्द्र सरकार को जिम्मेदार ठहराना उनका मकसद रह गया है।

झुग्गी-झोंपड़ी और अनधिकृत कालोनी के लोगों ने इंतजार करके केअपने आपको भगवान के भरोसे छोड़ा और अपनी बची-खुची जमा-पूंजी से 20-20, 30-30, 50-50 गज के मकानों के ऊपर मंजिल डालनी षुरू की। अब पूछो उनसे कि कल कोई सरकार फ्लैट बनाने चाहे तो ये गरीब का पैसा जाया जाएगा या नहीं जाएगा ? या वो इसी तरह इन झुग्गियों में अपनी जिन्दगी काट देंगे। जहां गंदगी के अम्बार हैं, षौचालय नहीं हैं, यहां तक की चलने की जगह तक नहीं है।

31 अगस्त, 2008 में जब दिल्ली में कांग्रेस की शीला दीक्षित की सरकार थी तब मैंने अनधिकृत कालोनी के लोगों को लेकर दिल्ली के रामलीला मैदान में एक विशाल रैली की थी। आडवाणी जी के शब्दों में ‘ऐसी रैली मैंने न कभी देखी, न सुनी।’ लाखों लोग उस रैली में उमड़ पड़े थे।

जो भी सरकारें आईं, उन्होंने केवल अनधिकृत कालोनियों के निवासियों को बेवकूफ बनाने का काम किया। ये कालोनियां तब तक नियमित नहीं हो सकती, जब तक कि केन्द्र और दिल्ली में एक ही पार्टी की सरकार न हो। दस साल जब दिल्ली और केन्द्र में कांग्रेस की सरकार थी, उन्होंने इस मौके को बड़ी बुरी तरह से गंवा दिया और तो और अनधिकृत कालोनी वालों को ठगने में कोई कसर नहीं छोड़ी और इन 1639 अनधिकृत कालोनियों में रहने वाले 60 लाख लोगों के साथ ठगी कर नियमितिकरण के नाम पर प्रोविजनल सर्टिफिकेट का लाॅलीपोप पकड़ा दिया।

अब पूछिए, आम आदमी पार्टी की सरकार से उन्हें दिल्ली का भला पहले चाहिए या अपनी नाक ऊंची रखनी है ? इसलिए कभी भी गम्भीर रूप से केजरीवाल सरकार ने अनधिकृत कालोनियों को नियमित करने के लिए काम नहीं किया ।

सरकार ने जब आम और मध्यम वर्गीय लोगों के लिए सस्ते फ्लैट, प्लाॅटों की व्यवस्था नहीं की तब मजबूर होकर लोगों ने सिर पर छत के लिए छोटे-छोटे मकान बना लिए और दिल्ली में 1695 से ज्यादा कालोनियां उभर कर सामने आ गई।

हांलाकि इन कालोनियों को ‘अनधिकृत कालोनी’ कहा जाता है, किन्तु मैं इनको अनधिकृत कालोनी नहीं कहता, मैं इन्हें ‘सेल्फ मेड’ कालोनी कहता हूं क्योंकि वर्षों तक कांग्रेस सरकार ने दिल्ली की बढ़ती हुई जनसंख्या को देखकर लोगों के लिए सिर छुपाने का कोई इंतजाम नहीं किया। उसके कारण मजबूरन लालची लैंड माफियाओं ने और मजबूर लोगों ने कालोनियां बसाई – पानी तो अपना रास्ता बनाएगा ही। ये अनधिकृत कालोनियां या तो कृशि भूमि या वन भूमि या प्राइवेट जमीन या सरकारी जमीन या अन्य कहीं निर्मित हुईं।

मैं सरकार से पूछता हूं कि अगर ये लोग उस समय कालोनियां नहीं बसाते तो ये लोग आज कहां रहते और लाखों लोग जो निर्माण के काम में लगे है। घरों में काम करते हैं, वे कहां से आते। आज भी यह समस्या जस की तस है आज भी सरकार इस तरफ ध्यान नहीं दे रही कि हर साल छह लाख लोग बाहर से मजबूरी में रोजी-रोटी कमाने दिल्ली में आते हैं। दिल्ली की जनसंख्या बढ़ रही है, वे रहेंगे कहां ?

जरूरत है दिल्ली सरकार आॅल पार्टी मीटिंग बुलाए, उनसे चर्चा करे और फिर सब मिलकर केन्द्र से इस बारे में सहयोग मांगे। लगातार केन्द्र सरकार और प्रधानमंत्री की आलोचना करने से आम आदमी पार्टी की सरकार की राजनीति तो चल सकती है, पर दिल्ली की जनता का भला नहीं हो सकता।

अनधिकृत कालोनियों को नियमित करने के लिए दिल्ली नगर निगम, दिल्ली सरकार और केन्द्र सरकार में समन्वय होने की जरूरत है और इसके बाद न्यायालयों में चल रहे मुद्दों को भी पहले से सरकार को देखना पड़ेगा, क्योंकि दिल्ली हाई कोर्ट ने पहले ही केन्द्र सरकार और दिल्ली सरकार को एक याचिका के बारे में यह चुनौती दे रखी है कि इन सबको इन कालोनियों को नियमित करने का अधिकार नहीं है। ऐसे में डगर और कठिन हो जाएगी।

दिल्ली सरकार को एक साल हो गया है, पर अभी तक उनके पास कोई ब्लू प्रिन्ट नहीं है कि 60 लाख लोग जो अनधिकृत कालोनियों में रहते हैं, उनके निवास का क्या होगा और न ही दिल्ली की सरकार के पास लोगों की हाउसिंग का ही होई प्लान है।

अभी पिछले दिनों जिन कालोनियों को कांग्रेस सरकार ने नियमित करने की घोशणा की थी, उनमें से बहुत सारी कालोनियां फर्जी पाई गई थीं। अनधिकृत कालोनियों और झुग्गी-झोंपड़ी तो एक मुद्दा है। बिजली के बिल भी अब बहुत ज्यादा बढ़कर आ रहे हैं और आधी दिल्ली में पानी ही उपलब्ध नहीं है।

दिल्ली में जमीनों को लेकर लैण्ड माफिया बहुत सक्रिय है, जो गरीब लोगों को मोटे दामों पर झुग्गी किराए पर देता है तो जिसे हम झुग्गी वाला समझ रहे हैं, उस बेचारे गरीब की तो झुग्गी भी नहीं है।

अनधिकृत कालोनियां तो अभी और बनती रहेंगी, क्योंकि दिल्ली सरकार की न योजना है, न कोई नियंत्रण। लोगों को यह भी मालूम है कि आज किसी भी पार्टी की सरकार में वोट बैंक की राजनीति के चलते जनता की सही या गलत बातों को चुनौती देने का आमदा नहीं बचा।

अनधिकृत कालोनियों की योजना इस तरह से बननी चाहिए ताकि उसको न्यायालय में चुनौती न दी जा सके और ये तभी नियमित हो पाएंगी, जब दलगत राजनीति से ऊपर उठकर श्रेय लेने की होड़ नहीं मचेगी। यदि आम आदमी पार्टी की सरकार ने इस दिशा में कोई ठोस कदम नहीं उठाया तो एक और नया आन्दोलन खड़ा करना पड़ेगा।
