कोई योजना अगर पब्लिक के लिए अच्छी है, तो उसे एक बार ताल ठोककर लागू क्यों नहीं किया जाना चाहिए? ऐसा तो हरगिज़ नहीं हो सकता कि योजना तो आम लोगों के बेहतर भविष्य के लिए ठीकठाक है, लेकिन उसे लागू आंशिक तौर पर ही किया जाएगा और जब भी उस योजना को लागू किया जाएगा, तो हर बार अपनी तारीफ़ों के पुल बांधे जाएंगे। पूरी दिल्ली में अपनी पीठ ठोकने वाले होर्डिंग लगवाए जाएंगे। डीटीसी की सारी बसों पर भी स्टिकर-पोस्टर लगवा दिए जाएंगे।

अख़बारों, रेडियो और टीवी चैनलों पर भी जमकर ढिंढोरा पीटा जाएगा। यह सब करने के लिए पैसा किसकी जेब से जाएगा? ज़ाहिर है कि आम आदमी की जेब से ही जाएगा। सोमवार, 18 अप्रैल को बाक़ायदा चालान कटवा कर मैंने दिल्ली में ऑड-इवन नंबरों के आधार पर वाहन चलाने की स्कीम के पीछे दिल्ली सरकार की मंशा का ही विरोध किया है। मेरा विरोध योजना से नहीं है। इससे अगर दिल्ली में वायु प्रदूषण कम होगा, तो इससे मेरा और मेरे परिवार का भी भला होगा। लेकिन वायु प्रदूषण कम करने में ऑड-इवन योजना कितनी कारगर होगी, यह साबित होना अभी बाक़ी है। मैं तो शुरू से ही इस बात का विरोध कर रहा हूं कि किसी भी सरकार को जनता से मिले टैक्स के गलत इस्तेमाल का हक़ नहीं है। जनता के पैसे को अपनी इमेज चमकाने का ज़रिया बनाया जाना सही नहीं है।

दिल्ली को भ्रष्टाचार का अड्डा बताकर दिल्ली पुलिस पर निशाना लगाने का इरादा हो या शिक्षक दिवस पर राष्ट्रपति को धन्यवाद देने के लिए चप्पे-चप्पे पर बधाई संदेश छपवाने का मसला हो या फिर ऑड और इवन योजना के बड़े पैमाने पर प्रचार का मामला हो, दिल्ली सरकार हर बार दिल्ली के बाशिंदों के सेंटीमेंट से खेलकर अपना चेहरा चमकता हुआ दिखाती है। धन्यवाद दिल्ली वालों को दिया जाता है, लेकिन मंशा होती है अपनी इमेज बिल्डिंग की। अरे भाई, आप पार्टी फंड से इस तरह के विज्ञापन छपवाइए-चलवाइए, तो किसी को कोई ऐतराज़ नहीं होगा। लेकिन अगर आप इस तरह दिल्ली वालों का पैसा अपने ऊपर ख़र्च करेंगे, तो सवाल पूछना तो लाज़िमी है ही।

दिल्ली सरकार हर महीने ऑड- इवन योजना 15 दिनों के लिए लागू करने का इरादा रखती है, तो फिर क्या विज्ञापनों पर जनता के करोड़ों रुपए हर महीने इसी तरह लुटाए जाएंगे? सरकार ढोल पीट-पीट कर कह रही है कि दिल्ली की जनता योजना को बेहद पसंद कर रही है। अगर ऐसा है, तो दिल्ली सरकार ने जुर्माने की रक़म दो हज़ार रुपए क्यों रखी है? क्या यह डरा-धमका कर अपनी योजना जनता पर थोपने का काम नहीं है? अगर दिल्ली सरकार में हिम्मत है और उसे दिल्ली वालों पर वाकई भरोसा है, तो जुर्माना वसूलने की बजाए, नैतिकता को ही आधार बनाया जाना चाहिए। दिल्ली सरकार एक बार ऐसा करके भी देख ले। सारा गुमान धरा रह जाएगा।

मेरा कहना है कि जो पैसा सरकार इस तरह की योजनाओं पर अपना चेहरा चमकाने के लिए ख़र्च कर रही है, वह पैसा इंफ्रास्ट्रक्चर के विकास पर क्यों ख़र्च नहीं किया जाना चाहिए? अगर हमारा पब्लिक ट्रांसपोर्ट सिस्टम दुरुस्त होगा, और बेहतर होगा, तो लोगों को महीने में 15 दिन नहीं, बल्कि हर दिन ऑड- इवन से भी कोई परेशानी नहीं होगी। दिल्ली की पिछली सरकार ने डीटीसी के मामले में जो आंकड़े पेश किए हैं, क्या दिल्ली की मौजूदा सरकार के पास उनका कोई जवाब है? क्या विज्ञापनों पर लुटाए गए करोड़ों रुपए से डीटीसी की हालत में सुधार लाने के लिए काम नहीं किया जाना चाहिए? साल 2012-13 में डीटीसी के बेड़े में 5445 बसें थीं। जनवरी, 2016 यानी आप सरकार के दौरान डीटीसी के पास बसों की संख्या 4421 ही रह गई। इसी दौरान डीटीसी में सफ़र करने वालों की संख्या में भी रोज़ाना औसत 3.68 लाख सवारियों में कमी आई। ज़ाहिर है कि बसें कम होंगी, तो सवारियों की संख्या घटेगी ही। आपके लिए यह जानना भी दिलचस्प होगा कि इसी दौरान डीटीसी की रोज़ाना आमदनी में भी 71 लाख रुपए कम हो गए। तो एक तो डीटीसी की कमाई घट गई, दूसरे ऑड- इवन के लिए लोगों को कथित तौर पर जागरूक करने के लिए करोड़ों रुपए जनवरी, 2016 में लुटाए गए और अब फिर लुटाए जा रहे हैं। साफ़ है कि दिल्ली की आप सरकार की मंशा लोगों की भलाई नहीं, बल्कि अपना प्रचार करना भर है। यह वास्तव में चिंता की बात है कि वायु प्रदूषण बढ़ रहा है, ध्वनि प्रदूषण और जल प्रदूषण भी बेहताशा बढ़ रहे हैं। ऐसे में लोगों को संयम से काम लेना चाहिए। ईंधन की बर्बादी भी पूलिंग की मानसिकता विकसित कर रोकी जा सकती है। लोगों में समाज के प्रति जवाबदेही की भावना विकसित अब होनी ही चाहिए, लेकिन कोई डंडे के बल पर ऐसा कराने की कोशिश कर रहा हो, तो आप उसे दिखावे की राजनीति ही कह सकते हैं। मुंबई के बाद दिल्ली के लोग देश में सबसे ज़्यादा टैक्स भरते हैं। मुंबई में 2013-14 में लोगों ने 2,39,494 करोड़ रुपए का टैक्स जमा किया। इस साल यह बढ़कर तीन लाख करोड़ रुपए तक पहुंचने का अनुमान है। इसी तरह दूसरे नंबर पर रही दिल्ली के बाशिंदों ने 2013-14 के दौरान 88,140 करोड़ रुपए का टैक्स चुकाया, जो इस साल बढ़कर एक लाख, एक हज़ार करोड़ रुपए होने का अनुमान है। लेकिन लोगों के टैक्स की गाढ़ी कमाई इस तरह किसी सरकार की इमेज बिल्डिंग पर ख़र्च नहीं की जा सकती। दिल्ली के कई इलाक़ों में पीने के पानी की बड़ी किल्लत है। सरकार विज्ञापनों पर करोड़ों रुपए बर्बाद करने की बजाए, लाखों लोगों की रोज़मर्रा की समस्याएं निपटाने के लिए भी कर सकती है। मैंने तो चालान कटवा कर अपना सांकेतिक विरोध दर्ज करा दिया है। अब दिल्ली के लोगों की बारी है।

It’s a shame that Delhi despite being the capital of India is not fully literate whereas a small state like Kerala has attained 100% literacy.

Wateris vital for the existence of life but we need to realize that like all the other resources it is not unlimited and, going by the experts’ opinion, the next war could be fought because of it.
