पड़ोसी राज्यों में पराली जलाए जाने की वजह से दिल्ली में होने वाले प्रदूषण को रोकने के लिए मुख्यमंत्री ने 7 सूत्रीय एक्शन प्लान के तहत नवंबर में 10 दिनों के लिए ऑड-ईवन स्कीम फिर से लागू करने की घोषणा की है। दिल्ली बीजेपी ने इसका कड़ा विरोध करते हुए दिल्ली सरकार से पूछा है कि जब वह खुद विज्ञापनों के जरिए यह प्रचार कर रही है कि दिल्ली में प्रदूषण कम हो रहा है, तो फिर ऑड-ईवन लागू करने की क्या जरूरत है? बीजेपी ने यह भी पूछा है कि मुख्यमंत्री बताएं कि दिल्ली में प्रदूषण की रोकथाम के लिए उन्होंने 5 साल तक क्या किया और केंद्र सरकार की तरफ से उठाए गए कदमों में कितना सहयोग किया?

दिल्ली बीजेपी अध्यक्ष मनोज तिवारी ने दावा किया कि दिल्ली में प्रदूषण के स्तर में अभी जितनी भी कमी आई है, उसका पूरा श्रेय मोदी सरकार को जाता है, जिसने ईस्टर्न और वेस्टर्न पेरिफेरल एक्सप्रेसवे का काम पूरा करके उन्हें चालू करवाया। इसकी वजह से 60-65 हजार ट्रक अब बाहर से ही गुजर जाते हैं। इसके अलावा एनएच-24 को चौड़ा करने और धौलाकुआं के आसपास भी ट्रैफिक जाम कम करने के लिए केंद्र सरकार ने परियोजनाएं बनाईं। इसकी वजह से दिल्ली में गाड़ियों से निकलने वाले धुएं से होने वाले प्रदूषण में कमी आई है।

दूसरी तरफ केजरीवाल सरकार के कामकाज का हवाला देते हुए तिवारी ने कहा कि इन लोगों ने 5 साल तक प्रदूषण की रोकथाम के लिए कोई ठोस कदम नहीं उठाया और उनका सारा फोकस सिर्फ ऑड-ईवन लागू करने पर रहा, जबकि खुद सीपीसीबी की रिपोर्ट बताती है कि ऑड-ईवन लागू करने से प्रदूषण में कोई खास कमी नहीं आई थी। ऑड-ईवन बेहद सख्त कदम है, जिसे इमरजेंसी के हालात में ही लागू करना चाहिए, लेकिन अब विधानसभा चुनाव नजदीक है, ऐसे में केजरीवाल ने चुनावी स्टंट के तहत एक बार फिर से इसे लागू करने की घोषणा की है।

तिवारी ने पूछा कि अगर केजरीवाल को दिल्ली की इतनी ही चिंता है, तो पेरिफेरल एक्सप्रेस के लिए दिल्ली सरकार ने 484 करोड़ रुपये क्यों नहीं दिए? पिछले 5 सालों में कभी लोगों को फ्री में मास्क बांटने की पहल क्यों नहीं की? धूल उड़ने की वजह से होने वाले प्रदूषण को रोकने के लिए सरकार ने क्या किया और प्रदूषण की रोकथाम में एमसीडी की कितनी मदद की? मेट्रो के चौथे फेज के काम में अड़ंगा क्यों लगाया? दिल्ली में नई इलेक्ट्रिक और सीएनजी बसें अब तक क्यों नहीं आई? तिवारी के मुताबिक, पब्लिक ट्रांसपोर्ट के अभाव में ऑड-ईवन लागू करने से लोगों को भारी परेशानी झेलनी पड़ सकती है। उन्होंने कहा कि प्रदूषण को रोकना हम सबका लक्ष्य है, लेकिन इसके लिए लगातार काम करने की जरूरत है।

पूर्व केंद्रीय मंत्री विजय गोयल ने कहा कि दिल्ली सरकार ने दिल्ली की गर्वनेंस का मजाक बना दिया है। जब साढ़े चार साल निकल गए हैं और सरकार के 4 महीने बाकी रह गए हैं, तो केजरीवाल को मास्क बांटने, पौधे लगाने, स्प्रिंक्लिंग करने और कंस्ट्रक्शन साइट्स पर मार्शल लगाने की याद आ रही है। असल में सरकार ने दिल्ली में कोई काम नहीं किया और अब नाकामी को छुपाने के लिए फिर से ड्रामेबाजी की जा रही है।

विधानसभा में विपक्ष के नेता विजेंद्र गुप्ता ने कहा कि दिल्ली सरकार ने ऑड-ईवन को लागू करने का फैसला लेने से पहले न तो कोई साइंटिफिक स्टडी कराई और ना ही कोई व्यापक सर्वे कराया है। कुल मिलाकर आम आदमी पार्टी सरकार अपने मनमाने तरीके से प्रदूषण से निपटने की कोशिश कर रही है, लेकिन पब्लिक ट्रांसपोर्ट के पर्याप्त संसाधनों के अभाव में दिल्ली के लोगों को इससे परेशानी ही होगी। वहीं प्रदूषण में भी इसकी वजह से कोई खास कमी नहीं आने वाली है।

दो साल में दिल्ली होगी प्रदूषण मुक्त : गडकरी

केंद्रीय परिवहन मंत्री नितिन गडकरी ने भी दिल्ली में ऑड-ईवन लागू करने की योजना को सिरे से खारिज करते हुए कहा है कि मुझे नहीं लगता कि दिल्ली में इसे लागू करने की कोई जरूरत है। गडकरी ने कहा कि हमने दिल्ली में एक नया रिंग रोड बनाया है, जिससे प्रदूषण में काफी कमी आई है। इसके अलावा मेरे विभाग ने दो साल में लगभग 50 करोड़ रुपये दिल्ली को दिए हैं। इससे यमुना के पानी और दिल्ली के वायुमंडल को स्वच्छ बनाने की योजनाओं पर काम चल रहा है। उन्होंने दावा किया कि आने वाले दो सालों में दिल्ली प्रदूषण मुक्त हो जाएगी।
