NEW DELHI: Equating cheating of homebuyers by greedy builders with rape, BJP leader Vijay Goel on Thursday demanded stringent action against them.
Speaking in the Rajya Sabha during Zero Hour, he also sought action against celebrities endorsing housing projects of such builders.
Goel said that lakhs of homebuyers had invested their hard-earned money in booking flats. But the greedy builders had cheated them.
"The builders have cheated and defrauded these home buyers… These greedy builders should get capital punishment because the crime they have committed is no less than rape," said Goel, who formerly headed the Bharatiya Janata Party (BJP) in Delhi.
He said that some celebrities have been associated with these builders. "As there is penal provision for celebrities endorsing a product in case the product turns out to be inferior, the brand ambassadors of builders should also be punished," Goel said.
CM Kejriwal misleading people on colonies: Former Delhi BJP chief Vijay Goel
NEW DELHI: Rajya Sabha MP and former Delhi BJP chief Vijay Goel on Thursday said Chief Minister Arvind Kejriwal was misleading the people on the issue of regularisation of unauthorised colonies. He said that the onus was on the Delhi government to demarcate the boundaries of unauthorised colonies, which it couldn’t finish in the last four-and-a-half years.
“Kejriwal is now seeking more time, till 2021. The CM has also said that he wouldn’t tolerate a minute’s delay in getting the colonies regularised. He is fooling the public in the same way former CM Sheila Dikshit did in the run-up to 2008 assembly polls. The Congress government provided false provisional certificates in 1,200 colonies. Even after 10 years, the properties in these colonies are yet to be sold,” the senior BJP leader said.
Goel made these remarks while leading a protest of Delhi BJP leaders at Jantar Mantar on Thursday. He was flanked by sitting MPs Parvesh Verma and Hans Raj Hans. Goel’s protest drew sharp riposte from the ruling Aam Aadmi Party (AAP). Addressing a press conference later in the day, the party’s Delhi unit chief and minister for development Gopal Rai said the BJP had not laid a single brick in any unauthorised colony during its tenure from 2014.
“Our government has already spent Rs 6,000 crores since coming to power in 2015. Instead of sitting on a dharna against the AAP government, the BJP should pull up its socks and deal with the two burning issues – sanitation and law and order – which are in the domain of the central government that it heads. Both cleanliness and safety are issues that impact people living in unauthorised colonies,” Rai said. The AAP leader further asked the BJP leaders to present evidence of a single development work undertaken by their party for the unauthorised colonies.

दिल्ली में 1797 अनाधिकृत कॉलोनियों
बीजेपी के वरिष्ठ नेताओं ने कहा कि दिल्ली में 1797 अनाधिकृत कॉलोनियां हैं. हम इन्हें अनाधिकृत कॉलोनी नहीं बल्कि सेल्फमेड कॉलोनी कहते हैं. पिछली सरकारों ने हाउसिंग की समस्या को हल नहीं किया. ऐसे में लोगों ने अपने घर खुद ही बना लिए. जबकि साढ़े 4 साल तक केजरीवाल सरकार सोती रही अब जब दिल्ली विधानसभा में कुछ ही महीने बचे हैं तो उन्हें अनाधिकृत कॉलोनियों को नियमित करने का ध्यान आया है. अब तक जो अनाधिकृत कॉलोनियां नियमित नहीं हुई हैं, उनके नियमित ना होने का सिर्फ और सिर्फ एक कारण है अरविंद केजरीवाल, क्योंकि इन्होंने हमेशा कॉलोनियों को नियमित करने में रोड़े अटकाए हैं. जबकि बीजेपी सांसद हंसराज हंस ने कहा कि चुनाव से पहले एक बार फिर केजरीवाल चुनावी स्टंट खेलने में लगे हुए हैं, लेकिन दिल्ली की जनता अब अरविंद केजरीवाल को समझ चुकी है.
भाजपा के सीनियर नेता विजय गोयल ने कहा कि दिल्ली की सत्ता में काबिज अरविंद केजरीवाल सरकार ने साढ़े 4 साल में सिर्फ एक ही रट लगाई कि पीएम मोदी मुझे काम नहीं करने देते. इसके अलावा उन्होंने कोई काम नहीं किया. दिल्ली के विकास को कई साल पीछे धकेल दिया है. अब केजरीवाल अनाधिकृत कॉलोनियों को नियमित करने के बहाने दिल्ली की जनता को एक बार फिर उल्लू बनाना चाहते हैं. यह उनका सिर्फ और सिर्फ एक चुनावी वादा है.
भाजपा ही कर सकती है दिल्ली का विकास
विजय गोयल ने कहा कि जिस तरीके से केजरीवाल सरकार के कार्यकाल में दिल्ली का विकास पिछड़ गया है. ऐसे में दिल्ली का विकास तभी संभव है जब केंद्र और राज्य में दोनों में ही बीजेपी की सरकार होगी .आने वाले विधानसभा चुनाव में बीजेपी दिल्ली में अपनी सरकार बनाएगी और केंद्र के साथ मिलकर दिल्ली के विकास के लिए काम करेगी.
केंद्र के काम को अपना काम बताने की कोशिश
साथ ही विजय गोयल ने कहा कि अनाधिकृत कॉलोनियों को नियमित करने और उनकी बाउंड्री नियमित करने का काम केंद्र सरकार कर रही है. लेकिन अरविंद केजरीवाल केंद्र के कामों को अपना बताने की कोशिश कर रहे हैं, क्योंकि उन्होंने अपना तो कोई काम नहीं किया. सच कहूं तो केंद्र ने जो काम किया है उस पर ताली बजाने का काम जरूर केजरीवाल कर रहे हैं.
अक्टूबर में भी चुनाव हो तो पूरी तरीके से तैयार है बीजेपी
बीजेपी सांसद हंसराज हंस ने कहा कि बीजेपी तो हमेशा तैयार रहती है.. पूरे देश में अब एक ही पार्टी कैडर वाली रह गई है, जो हमेशा तैयार रहती है. जीत का जश्न मनाने की बजाए बीजेपी अगले इलेक्शन की तैयारी में जुट जाती है. अगर ऐसे में दिल्ली में अक्टूबर में भी चुनाव होते हैं तो हम पूरी तरीके से तैयार हैं.

राज्यसभा में दिल्ली को हिंदी और अंग्रेजी में अलग-अलग तरीके से लिखे जाने पर आपत्ति जताते हुए विजय गोयल ने कहा कि अंग्रेजी में देहली की बजाय दिल्ली लिखा जाना चाहिए। राज्यसभा में प्रश्नकाल के दौरान जब चेन्नई में नाम परिवर्तन के मामले पर सवाल पूछे जा रहे थे तो भाजपा सांसद विजय गोयल ने कहा कि वैसे तो दिल्ली का नाम इंद्रप्रस्थ और हस्तिनापुर रखे जाने की चर्चा भी होती रहती है। लेकिन अभी वह दिल्ली को हिंदी और अंग्रेजी में अलग-अलग तरीके से लिखे जाने का मुद्दा उठा रहे हैं।
उन्होंने कहा कि दिल्ली हिंदी में लिखा जाता है। लेकिन इसे अंग्रेजी में डीइएलएचआई यानी देहली लिखा जाता है। जबकि इसे अंग्रेजी में भी दिल्ली लिखा जाना चाहिए। उन्होंने कहा कि यह बदलाव किए जाने की जरूरत है। उन्होंने जानना चाहा कि क्या गृह मंत्रालय दिल्ली की स्पेलिंग में सुधार करेगा? इस पर गृह राज्यमंत्री नित्यानंद राय ने कहा कि गृह मंत्रालय की नाम परिवर्तन के मामले में भूमिका सिर्फ एनओसी देने तक ही सीमित है। बाकी कार्य राज्यों या दूसरे विभागों के जिम्मे होता है। मंत्रालय अपने स्तर पर कोई बदलाव नहीं करता है। उसे प्रस्तावों को देखना होता है।
दिल्ली नाम कैसे पड़ा :
गोयल ने कहा कि ऐतिहासिक और सांस्कृतिक कारणों से सरकारें समय-समय पर शहर, राज्य और स्टेशनों के नाम बदलती हैं। किस महत्व के कारण दिल्ली का नाम पड़ा इसके बारे में निश्चित रूप से तो नहीं कहा जा सकता है, लेकिन कहते हैं कि मौर्य वंश के राजा दिल्लू के नाम पर शायद यह नाम पड़ा। यह भी कहा जाता है कि गंगीय क्षेत्र में जो इलाका है उसका गेटवे दिल्ली था। इसलिए देहलीज के नाम पर दिल्ली हुआ।

दिल्ली बीजेपी के वरिष्ठ नेता, राज्यसभा के सांसद और पार्टी के पूर्व प्रदेश अध्यक्ष विजय गोयल ने बुधवार को संसद में दिल्ली के अंग्रेजी नाम की स्पेलिंग बदलने की मांग करके एक नई बहस को जन्म दे दिया है। गोयल ने मांग रखी है कि दिल्ली की स्पेलिंगDelhi के बजाय Dilli की जाए। इसके पीछे उन्होंने तर्क दिया है कि डेल्ही नाम में दिल्ली की ऐतिहासिक और सांस्कृतिक विरासत की झलक नहीं मिलती है, इसलिए अंग्रेजी में भी इस शहर के नाम की स्पेलिंग दिल्ली ही होनी चाहिए। उन्होंने जल्द ही गृह मंत्रालय को इस संदर्भ में एक प्रस्ताव भेजने की बात भी कही है।
गोयल का कहना है कि राजधानी का नाम दिल्ली किस महत्व की वजह से पड़ा, यह निश्चित रूप से तो नहीं कहा जा सकता, लेकिन लोकप्रिय धारणाएं बताती हैं कि दिल्ली का नाम मौर्य राजवंश के शासक राजा दिल्लू से मिला, जिन्होंने पहली शताब्दी ईसा पूर्व में इस शहर का नाम खुद के नाम पर रख दिया था। वहीं कुछ इतिहासकारों का मानना है कि दिल्ली का नाम दहलीज़ शब्द से मिला, क्योंकि दिल्ली को एक तरह से सिंधु-गंगा के मैदानों के प्रवेश द्वार के रूप में देखा जाता था।
अपनी मांग के पीछे की वजह समझाते हुए गोयल ने कहा कि दिल्ली नाम में इस शहर की सांस्कृतिक और ऐतिहासिक विरासत झलकती है, जबकि डेल्ही शब्द सुनने पर वह अहसास नहीं होता है। साथ ही इसकी वजह से लोगों के अंदर एक तरह का भ्रम भी पैदा होता है, क्योंकि कुछ लोग इसे डेल्ही कहते हैं, तो वहीं ज्यादातर लोग दिल्ली कहते हैं। उन्होंने बताया कि वैसे दिल्ली का नाम इंद्रप्रस्थ या हस्तिनापुर रखे जाने की मांग पहले भी उठाई जा चुकी है, लेकिन इस समय वह यह नहीं कह रहे कि ऐसा कोई बदलाव हो, लेकिन कम से कम राजधानी के नाम की स्पेलिंग में सुधार करके एकरूपता तो लाई ही जा सकती है।
गोयल ने कहा कि यह पहली बार नहीं है कि अपनी सांस्कृतिक और ऐतिहासिक विरासत को दर्शाने के लिए किसी शहर या जगह का नाम बदला गया हो। आजादी के बाद से ही कई बड़े शहरों के नामों को कानून पास करके बदला गया है। उन्होंने उदाहरण देकर बताया कि जैसे कोचीन का नाम बदलकर कोच्चि रखा गया, बॉम्बे का नाम मुंबई किया गया, इंदुर का नाम इंदौर, पूना का पुणे, बनारस का वाराणसी या कलकत्ता का नाम बदलकर कोलकाता किया गया। इसी तरह कई शहरों के नामों की स्पेलिंग भी सही की गई। जैसे Kawnpore को Kanpur लिखा जाने लगा, Monghyr को Munger और Orissa को Odisha किया गया। इसी तर्ज पर उन्होंने दिल्ली के नाम की स्पेलिंग में सुधार करने की मांग रखी है। गोयल ने कहा कि इस बारे में वह अन्य राजनीतिक दलों से भी चर्चा करेंगे और एकराय कायम करने की कोशिश करेंगे। उसी के बाद वह गृह मंत्रालय को प्रस्ताव भेजेंगे।

Some historians believe that the name Delhi is derived from the word 'Dehleej' as Delhi serves as the gateway to the great Indo-Gangetic Plain.

New Delhi, July 25, 2019: After lending voice to the residents of Group Housing Societies, Rajya Sabha MP and former BJP Delhi President Vijay Goel staged Dharna today at Jantar Mantar to expose the betrayal by the Kejriwal government on the issue of regularization of unauthorized colonies. MP Parvesh Verma and Hansraj Hans also staged Dharna along with Goel.
Goel said that CM Kejriwal is misleading the people of Delhi on regularization as the onus was on the Delhi government to demarcate the boundaries of unauthorized colonies, which it failed to finish in the past four and a half years and is now seeking more time up to 2021. Today, the same Chief Minister is saying he would not tolerate a minute’s delay in getting colonies regularized.
Goel said that Padyatras would be held in the unauthorized colonies in the days to come to expose this betrayal and double-standards of CM Kejriwal. He said the Kejriwal is fooling the public in the same way the Sheila Dikshit government did in the run-up to 2008 assembly polls when it had provided false provisional regularization certificates to regularize 1200 colonies. Even after 10 years, the properties of these colonies are still to witness any sale or purchase.
Parvesh Verma said that instead of exhibiting confrontationist attitude, had Kejriwal worked in cooperation with the Centre in the past four years, the colonies would have got regularized by now. But instead of working for the welfare of the people of Delhi, Chief Minister kept on blaming the Centre for everything under the sun to further his own political ambitions.
Hansraj Hans said that since the Kejriwal government had failed to finish the delineation work, the Centre would now take up the work of carrying out the survey using drones and remote sensing technology.
Goel said that the Kejriwal government left the residents of unauthorized colonies to fend for themselves and that these residents would certainly punish the Chief Minister in the forthcoming assembly polls. He said the people of Delhi are regretting bringing the AAP into power; the people should give a chance to the BJP. The BJP is already in the centre, and if it comes to power in the state, the process of regularization of these colonies would speed up.

New Delhi, July 24, 2019: Under the leadership of Rajya Sabha MP and former BJP Delhi President Vijay Goel, Anadhikrit Colony Mahasangh, MP Ramesh Bidhuri, Parvesh Verma and Hansraj Hans would stage a dharna tomorrow, Thursday, July 25 at 10am at Jantar Mantar to expose the betrayal of CM Arvind Kejriwal on the issue of regularization of the unauthorized colonies. Goel has been fighting for the rights of the residents of unauthorized colonies for past many years. Anadhikrit Colony Mahasangh, under the leadership of Vijay Goel, had held a grand rally against the Congress government on the issue of regularization on Aug 31, 2008 at Ramlila Maidan.
Launching a scathing attack on the Chief Minister of Delhi, Goel said that the Kejriwal government had been creating obstacles in regularization of colonies right from the day one as the onus of demarcation of their boundaries lies with it, but the Delhi government failed to even begin the work in the past four and a half years.
Goel said that following the directions of the Delhi High Court, the Centre had sought information from the Delhi government in 2015 in order to regularize the colonies. The Centre also sought the details on demarcation of boundaries of these colonies. This information could have been gathered only after carrying out TSM survey. However, for the past four and a half years, the Delhi government has been seeking time to share the information since it failed to conduct survey and gather the information. In January 2019, it further sought an extension till 2021.
Goel said the double-standards of CM Kejriwal stands exposed. Delhi Chief Minister took five years and yet could not finish the demarcation work and today the CM says that a minute’s delay on regularization of colonies would not be tolerated. Goel said that the Dharna is being staged to expose this betrayal and double-standards of the Chief Minister of Delhi.
