अमर उजाला- लिखित आश्वासन मिलने के बाद हिंदूराव अस्पताल के डॉक्टरों ने खत्म की हड़ताल, विजय गोयल रहे मौजूद
मांगें मानने का लिखित आश्वासन मिलने के बाद हिंदूराव अस्पताल के डॉक्टरों ने दूसरे दिन मंगलवार को अनिश्चितकालीन हड़ताल खत्म कर दी। इस दौरान केंद्रीय मंत्री विजय गोयल और उत्तरी दिल्ली नगर निगम के महापौर अवतार सिंह भी मौजूद रहे। डॉक्टरों ने बताया कि मंगलवार दोपहर उन्हें दो माह का वेतन दे दिया गया।
अस्पताल प्रबंधन ने आश्वासन दिया कि शेष एक माह का वेतन 24 घंटे के भीतर उपलब्ध करा दिया जाएगा। इसके अलावा सातवें वेतन आयोग की सिफारिशों को भी जल्द लागू करने का आश्वासन मिला है। डॉक्टरों का कहना है कि वेतन को लेकर उन्हें हर बार समस्या से जूझना पड़ता है। उन्होंने नगर निगम और प्रबंधन से दोबारा वेतन न रोके जाने की अपील भी की है।
तीन माह से वेतन न मिलने के कारण सोमवार को डॉक्टरों ने अनिश्चितकालीन हड़ताल का एलान किया था। हड़ताल के दौरान मरीजों को परेशानी न हो इसके लिए उन्होंने बाहर ही ओपीडी सेवा शुरू कर दी। दोपहर को राष्ट्रपति रामनाथ कोविंद को पत्र लिखकर सामूहिक आत्मदाह करने की मंजूरी मांगी थी। डॉक्टरों के तेवर तल्ख होते देखकर सरकारी महकमे में हड़कंप मच गया। सियासी गलियारों तक भी डॉक्टरों की आवाज पहुंची। मंगलवार सुबह केंद्रीय मंत्री विजय गोयल डॉक्टरों से मिलने अस्पताल पहुंचे। काफी देर बातचीत के बाद उन्होंने वेतन के अलावा अन्य मांगें पूरा करने का आश्वासन दिया।
कुछ देर बाद ही डॉक्टरों के फोन पर वेतन आने की जानकारी मिली। इसके बाद हड़ताल खत्म कर काम पर लौटने का निर्णय लिया। दोपहर 1 बजे अस्पताल के आपातकालीन विभाग में डॉक्टर मरीजों के उपचार के लिए पहुंचे। उधर, इंडियन मेडिकल एसोसिएशन, दिल्ली मेडिकल एसोसिएशन, फोर्डा सहित तमाम चिकित्सक संगठन का भी इन्हें समर्थन मिलता चला गया। फोर्डा के राष्ट्रीय अध्यक्ष डॉ. सुमेध ने कहा कि डॉक्टरों को वेतन न मिलना चिकित्सीय क्षेत्र के लिए अत्यंत शर्मिंदगी का विषय है। दिन-रात कम संसाधनों के बाद भी मरीजों की सेवा करते हैं, लेकिन उनकी कोई सुनने वाला नहीं है। उन्होंने कहा कि भविष्य में इस तरह का मामला सामने आता है तो उसके खिलाफ बड़े स्तर पर धना-प्रदर्शन किया जाएगा।

Resident doctors of the NDMC-run Hindu Rao hospital called off their strike on Tuesday, a day after launching an indefinite stir over non-payment of salaries, as an "arrangement" was reached to disburse their dues, an official said.
The strike by the doctors, who claimed they had not been paid salaries for three months, had partially hit health services at the hospital.
NDMC officials had said the salaries could not be paid due to delay in release of funds by the Delhi government, which released around Rs 206 crore to the cash-strapped municipal corporation on Monday.
"The strike was called off as an arrangement was reached about their salaries and payment of arrears… It was done in the presence of Union minister Vijay Goel and North Delhi Mayor Avtar Singh," a senior North Delhi Municipal Corporation official said.
The official said salaries for the month of March have been released and are also being paid for April.
"As per the charter of demands put up by resident doctors' association, the demand for arrears will be put up to the competent authority for release, as soon as possible," he said.
Union minister Goel in his tweet in Hindi said the strike was called off Tuesday.
"…The salaries of two months have been credited in their accounts, and the salary for the third month will be deposited sooner or later. And no action shall be taken against these doctors," he wrote on Twitter.
Protesting delay in payment of salaries for three months, the resident doctors on Monday had said that the hospital should be handed over to the Central government, if the local government and the municipal corporation are unable to run it properly.
"It's not just a question of three months' salary, we are facing this recurring problem. The Delhi government and NDMC should give up this hospital if they cannot ensure regular payment of staff.
"We need a permanent solution of the problem and the authorities should hand over the hospital to the Central government if they can not run it properly," Rahul Chaudhary, president of hospital's Resident Doctors Association, had said.
The doctors had also complained about poor facilities, like non-availability of potable water and residential facilities for them.
The facilities at outdoor patients' department (OPD) and wards of the 1,200-bed hospital were affected partially due to the strike, before it was called off about at 1pm.

New Delhi, May 21, 2019: Owing to step-motherly treatment to the BJP-
ruled Municipal Corporations of Delhi (MCD) by the Kejriwal government
by not releasing funds on time, resident doctors of the Hindu Rao hospital
had gone on strike after they failed to receive their salaries for the past
three months. Union Minister and former BJP Delhi President Vijay Goel
said that the Kejriwal government should be ashamed that it is not letting
the municipal corporations function.
Goel met the resident doctors today who were on strike for the past four
days because they had not received their three-month salaries. East Delhi
MCD Mayor Avtar Singh was also with him.
Goel sat along with the doctors on strike for the three hours during which
he talked to the Municipal Commissioner Versha Joshi and asked Hindu
Rao Hospital’s Medical Superintendent Sangita Ajmani to come down to
the strike site. He later held several rounds of talks with doctors over their
demands.
Goel didn’t leave the strike site until the time two-month salaries of the
resident doctors got credited into their bank accounts. Following this, he
asked the Medical Superintendent of the Hindu Rao hospital to assure the
doctors that their third-month salaries too will be credited in their
accounts either today or at most tomorrow. Their demand for the release
of arrears would be put up to the competent authority. Goel also
informed that no punitive action would be taken against doctors who had
been on strike. Resident doctors were also assured that their other,
sixteen demands would also be discussed and resolved amicably in
consultation with the members of RDA and Commissioner and Addl.

New Delhi, May 21, 2019: Killers of Sub Inspector Raj Kumar should get
exemplary punishment. Union Minister and former BJP Delhi President Vijay Goel
visited Kasturba Nagar in Shahdara to offer condolences to the bereaved family of
Sub Inspector Raj Kumar.
Goel sat with the family members for about two hours during which he was
informed that the area is facing liquor and gambling issues. The killers had a doubt
that Sub Inspector Raj Kumar reports complaints on liquor and gambling, and
hence he was attacked.
Goel said that assailant Bhuri has been arrested and the police can now identify
the person who had attacked Raj Kumar. Goel said it is a matter of concern that
the criminal activities are going on while a police chowki is barely a few meters
away.
Goel instructed the area’s SHO and SSP that, as per the CCTV footage, it seems
the attack led to the heart attack of Raj Kumar. Hence criminals should get strict
punishment.
Goel asked why is the Delhi government which offers 1 crore to the bereaved
families of the policemen dying on duty keeping silence on this matter, and why no
minister of the Delhi government or any other politician visited the bereaved family
yet? Delhi Chief Minister is only concerned about his own security; is there no
policy with the Delhi government for the security of a common man?
Goel said that if the liquor and gambling are rampant in the area, strict action must
be taken against it. Besides this, strict enforcement of the law is necessary for all
the areas wherever people are facing the same issues of liquor and gambling.

उन्होंने कहा कि यदि केन्द्र और राज्य (विधानसभा) में एक ही पार्टी की सरकार होगी तो दिल्ली का ज्यादा विकास होगा और केन्द्र और राज्य के झगड़े भी नहीं होंगे। साथ ही उन्होंने कहा कि यदि केन्द्र और राज्य में भाजपा की सरकार होगी तो पूर्णराज्य के स्टेट वाला भी कोई मसला नहीं होगा।
गोयल ने आगे कहा कि एग्जिट पोल के नतीजे दर्शा रहे हैं कि जनता ने दोबारा नरेन्द्र मोदी के नेतृत्व वाली सरकार के पक्ष में विश्वास जताया है। जनता के इसी विश्वास के साथ हम आगे बढ़ते हुए दिल्ली एवं देश को विकास की नई राह पर ले जाएंगे।

लोकसभा चुनाव के आखिरी चरण की वोटिंग खत्म होने के बाद रविवार की शाम को आए एग्जिट पोल के नतीजों से बीजेपी नेता काफी खुश हैं। खासतौर से दिल्ली को लेकर बीजेपी नेताओं को पूरा विश्वास है कि पार्टी दिल्ली की सातों सीटों पर भारी वोटों के अंतर से जीत दर्ज करेगी। हालांकि कुछ चैनलों के एग्जिट पोल के नतीजों में कांग्रेस और आम आदमी पार्टी को भी एक-एक सीटें मिलने की संभावना जताई गई है, लेकिन बीजेपी नेताओं का दावा है कि इन दोनों पार्टियों का खाता नहीं खुलेगा और कुछ सीटों पर इनके उम्मीदवारों की जमानतें भी जब्त होंगी।
दिल्ली बीजेपी अध्यक्ष और नॉर्थ-ईस्ट दिल्ली के बीजेपी उम्मीदवार मनोज तिवारी ने कहा कि चुनाव के नतीजों पर जो सकारात्मक रुझान बीजेपी को लेकर आ रहे हैं, इसके लिए हम दिल्ली की जनता के आभारी हैं। दिल्ली की जनता ने मोदी जी को दिल खोलकर समर्थन दिया है और हमने बहुत मेहनत के साथ सकारात्मक तरीके से यह चुनाव लड़ा है। लोकसभा चुनावों के नतीजों का असर निश्चित तौर पर फरवरी में होने वाले दिल्ली के विधानसभा चुनावों पर भी नजर आएगा। इसीलिए हमने तो 6 महीने का चुनाव मानकर अपनी तैयारियां शुरू की थीं।
दिल्ली बीजेपी के पूर्व अध्यक्ष केंद्रीय मंत्री विजय गोयल का मानना है कि दिल्ली में हुए त्रिकोणीय मुकाबले का बीजेपी को खासा लाभ मिला है। इसके अलावा मोदी सरकार की नीतियों और केंद्र सरकार द्वारा दिल्ली समेत देशभर में किए गए विकास कार्यों से भी जनता का मोदी सरकार के प्रति विश्वास बढ़ा है। उन्होंने कहा कि हमने बड़े ही संगठित और सभ्य तरीके से चुनाव लड़ा, जबकि आम आदमी पार्टी के नेताओं ने चुनाव प्रचार में जैसी अभद्र भाषा का इस्तेमाल किया, उससे आम लोगों का उन पर से भरोसा ही उठ गया है। उन्होंने उम्मीद जताई कि आने वाले विधानसभा चुनाव के बाद अगर दिल्ली में भी बीजेपी की सरकार बनती है, तो दिल्ली के विकास में और तेजी आएगी। लोकसभा चुनाव के लिए बीजेपी की तरफ से नियुक्त किए गए दिल्ली के सह-प्रभारी और पार्टी के वरिष्ठ नेता जयभान सिंह पवैया ने भी कहा कि हम दिल्ली की सातों सीटें प्रचंड बहुमत से जीतेंगे। उन्होंने देशभर में राष्ट्रवाद की प्रबल लहर, मोदी सरकार के द्वारा शुरू की गईं लाभकारी योजनाओं और मोदी के कुशल नेतृत्व को इसकी मुख्य वजह बताया।

New Delhi, May 18, 2019: Union Minister and former BJP Delhi President Vijay Goel wrote a letter today to Delhi Chief Minister Arvind Kejriwal and said that the financial health of the North Delhi Municipal Corporation is deteriorating because of the Delhi government and as a result, there are not enough funds to pay even the salaries to the employees, and doctors and teachers are forced to go on strike.
Goel said in his letter that Dy. Chief Minister Manish Sisodia and Health Minister Satyendra Jain have been sitting on the files and the first installment of the budgetary funds to the municipal corporations in the new financial year is still to be received. The East Delhi Municipal Corporation should have received Rs 142 crore for education, Rs 207 crore for basic tax assignment, Rs 25 crore for sanitation and about Rs 11 crore for education in the April-June 2019 quarter.
Similarly, Rs 150 crore to East Delhi MCD, Rs 300 crore to North Delhi MCD and Rs 225 crore to South Delhi MCD should have been received every month for paying salaries.
Your M B Branch of Urban Development Ministry had written a letter to Chairman of the standing committee of the East Delhi MCD in December 2018, saying the Delhi government started a new scheme for the municipal corporation, under which Rs 1000 crore has been provisioned so that the municipal corporation could improve the roads. Yet not a single penny has been received so far.
Delhi government is giving step-motherly treatment to the three MCDs by not releasing the funds on time because the Aam Aadmi Party could not form its government in these municipal corporations. However, this does not mean the funds meant for public welfare are stopped. This is directly affecting the people of Delhi for which only the Delhi government is responsible.
Goel said that if the people of Delhi has given you the responsibility of running the Delhi government and the responsibility of the municipal corporation to us, it should not be linked to electoral politics. Our priorities should be to carry out development in Delhi. Goel said the Delhi government should provide details of the funds released to the MCDs.
Goel said if the Delhi government does not release funds on time, he would conduct meetings in parks in mornings to inform the people of Delhi about the excesses committed by the Delhi government and how the Delhi government is not letting the MCDs work so that the BJP gets humiliated in public.
Goel said he would soon release a white paper on the step-motherly treatment meted out to the MCDs by the Delhi government.

New Delhi, May 15, 2019: Union Minister and former BJP Delhi state president Vijay Goel, JD(U) leader K. C. Tyagi and Kapil Mishra met Home Minister Rajnath Singh today and appealed for the swift punishment to accused in the murder case of Dhruv Tyagi. Goyal said that everyone should condemn the case of the murder of Dhruv Tyagi in West Delhi. Along with Goyal, Dhruv Tyagi's wife and daughter also met Rajnath Singh and shared the details of the case to the Home Minister.
Goyal said besides the Dhruv Tyagi, Rupesh Basoya, Ankit Saxena and Dr. Pankaj Narang are other cases where murders took place on the streets, and hence the police need to take strict action so that no such incidents are repeated. It seems like the fear of the police has vanished and its credibility needs to be strengthened. The readiness that the police has shown in this case, the same should be shown in other general cases as well. Goyal said that the accused was already on bail in a murder case and there was no previous history of any dispute between the two families. It should be reviewed that why then such crimes are taking place in the city.
Goyal said that one of the reasons behind the rise in crime in Delhi is that Rohingya Muslims from Bangladesh are in large numbers. Offering solace to the family of Dhruv Tyagi, Goyal also requested Rajnath Singh to provide job and financial assistance to the family members.
Goyal also said that while Delhi Chief Minister Arvind Kejriwal has all the time in the world to comment on every other national issue and issues of other states, this time he has chosen to remain silent to protect his vote bank.
